As an undergraduate, Scott studied at Grinnell College (B.A., history) and the University of Hull, Hull, England. After service in the U.S. Army, he attended the University of Iowa, College of Law (J.D.). Following law school, Scott worked for the Iowa Supreme Court as a research attorney, then as a law clerk for federal magistrate Michael R. Hogan, District of Oregon. Subsequently, Scott practiced in the law firm Lively & Wiswall of Springfield, Oregon, initially as an associate, then as a partner.

Upon his return to Iowa, Scott joined the Iowa Department of Justice where he served as an Assistant Attorney General for nearly 30 years. Following an initial period in the Administrative Law Division of the Attorney General’s office, Scott became a part of the Commercial Law Division and served as general counsel to the Insurance Division for nearly 10 years. He also represented the Division of Banking, the Credit Union Division, the Department for the Blind, and numerous other State of Iowa agencies. He then returned to the Administrative Law Division to provide general legal advice and prosecute licensing violations for the Iowa Pharmacy Board, the Iowa Nursing Board, the Iowa Dental Board and a variety of additional licensing Boards. Throughout his time in the Attorney General’s office, Scott accepted special assignments, including securities fraud litigation, employment discrimination litigation and redrafting an Iowa Code chapter.

Before forming his own legal practice, Scott was employed as general counsel to CoOportunity Health, a non-profit health insurance cooperative formed under the Affordable Care Act.

Scott, who is licensed to practice law in Iowa, currently maintains a general litigation practice focused on representation of licensees of State of Iowa licensing boards, which include the Iowa Board of Medicine, the Iowa Pharmacy Board, and the Iowa Nursing Board.
